Luckily, a good bit of that is -current- hp which is a lot less scary than max hp, as well as most of that being a type of damage, so you can generally just build the HP-Resist combo item to 'counter' it. Overall I do agree though, they are certainly using it as a bandaid to buff (mostly) tanks and give them relevant damage. Effects
Enchants your boots with the Predator active effect. This enchantment is disabled for the first 150 seconds of the game.
Channels for 1.5 seconds. You can move while channeling and the channel will be interrupted if you cast an ability or enter combat (except minions), putting the item on a 50% cooldown. Activating Predator will not break stealth.
Upon completion, grants bonus movement speed for up to 15 seconds. Grants 67.5% bonus movement speed for the first 1.5 seconds, reduced to 45% afterwards, until your next attack or damaging ability, which deals 60 - 180 (based on level) (Adaptive ratio: +40% of Bonus Attack Damage or +25% of Ability Power) bonus adaptive damage.
150 - 100 seconds Cooldown (based on level).

Predator has a steeper learning curve than many of our other Keystone Runes because it’s an active effect. However, with such a long cooldown, players don't get to use it regularly enough to progress along that learning curve. Decreasing the cooldown serves two purposes: Giving players more room to experiment with and master Predator, while bringing it more in line with other Keystones.
