Alright, so, in a campaign I am playing in (next session is today), I am playing an evil character that has recently obtained the Hand and Eye of Vecna (well, technically, they are a dagger and an amulet, but they have the same rules, minus the sacrificing of a body part).
- Oct 12, 2017 The DMG-standard hand increases its user’s strength to 20 (unless it’s already there or higher), does cold damage when the user is hit by a melee attack, and has 8 charges, which can be used to cast Finger of Death (5 charges), Sleep (1 charge), Slow (2 charges), or Teleport (3 charges).
- 5e Modifications: Eye and Hand of Vecna. So I re-did the Eye and Hand of Vecna. Eye and Hand of Vecna.Gain the ability to make two bonus clawed melee attacks a round with the Hand itself, +13 to hit, 1-6 dmg each. If a lich of any type ever wears either the Eye or the Hand, it affects them the same as everyone else.
- Vecna appears as one of the deities described in the 2008 Dungeon Master's Guide for Dungeons & Dragons 4th edition. He is primarily the god of secrets. The Hand of Vecna has also made its return for this edition of the game. Vecna is given a set of statistics in Open Grave (2008). Vecna is the name of Wizards of the Coasts' server that hosts.

Sooo, yeah... Title pretty much gets to the heart of it. For added context, you may refer to my first post (http://www.enworld.org/forum/showthread.php?491775-Help-Needed-to-Balance-Doppelganger-Variants&p=6908284#post6908284). Or don't. All it says that's relevant is that I'm planning a campaign in my own setting that recycles the lore around Vecna.
To that effect, I also fully intend on including the two 4e artifacts of Vecna (Hand of Vecna and Eye of Vecna), but I'm not sure how to best represent them mechanically. Anyone have any suggestions? Or should I even bother worrying about there mechanics and use them for flavor (they're only going to be used by NPCs)?
